Professor Pauline Nugent
Chair
Professor Nugent is Dean of the Faculty of Health
Sciences, Australian Catholic University. She was previously
the Head of the School of Nursing and Chair of Nursing
Development at Deakin University. She has 25 years’
experience in nursing, specialising in critical care practice.
She is a past President of the Australian Council of Deans
of Nursing and the Australian Vice Chancellors’ Committee
representative on the Australian Health Workforce Advisory
Committee. She has been on the Victorian State Nursing
Recruitment and Retention Committee and is a member
of the National Nursing Education Taskforce. |
Mr David Cowlishaw

Mr Cowlishaw is currently Chair of the Dandenong
Development Board. He retired from the National Australia
Bank in 2001 following an extensive and varied career. His
senior appointments included: District Manager Metropolitan
Melbourne, Head of Credit Victoria and Tasmania, General
Manager of the National Australia Bank’s US operations based
in New York, Managing Director National Australia Trustees.

Mr Peter Hansen

Mr Hansen has a broad fi nance, strategy and public relations
background. He worked with ACI International in senior roles
for 27 years before being appointed the Victorian Agent-
General in London in 2000. Since returning in 2004, he has
taken up the position of Executive Director at PALTECH Pty Ltd,
a communications and human resources consultancy.
Peter is a Fellow of the Australian Institute of Company
Directors, and is a Director of City West Water and the
Chiropractors Registration Board of Victoria. He holds
a Bachelor of Economics from Monash University. |
Mr Naim Melhem

Mr Melhem has had extensive involvement with a wide range
of community organisations in the Southern Health region. He
has represented the area in local government as a Councillor
with the Cities of Springvale and Greater Dandenong. He was
the Mayor of the City of Greater Dandenong in 1999-2000. |

Patricia O’Rourke

Ms O’Rourke is the Chief of Clinical Operations and
Chief Nursing Offi cer at St Vincent’s Melbourne where she
provides both strategic and operational support to the CEO
and leadership for a $410 million Sisters of Charity Health
Service. She has 21 years’ experience in public health.
Patricia is a Graduate of the Australian Institute of Company
Directors, a Graduate of the Australian and New Zealand
Leadership Program and a member of the Nurses Board
of Victoria and the Royal College of Nursing, Australia.

Ms Helen Owens

Member of the Community Advisory Committee
Ms Owens is a health economist and has spent much
of her career in the public sector. Helen recently retired from
positions as full-time Commissioner on the Productivity
Commission (1993 to 2006) and part-time member of the
Commonwealth Grants Commission (2004 to 2006). She has
held a number of academic positions at Monash and Melbourne
Universities, most recently as Associate Professor at the National
Centre for Health Program Evaluation. She has also worked as
health policy adviser to the Victorian Premier, casemix consultant
to the Australian Hospital Association and Director at KPMG. |

Dr Ron Carson
Dr Carson has worked extensively overseas in research heading up
laboratories at Seattle Reproductive Medicine and IVF America. He was
also the Manager of Research and Development for Monash IVF and a
consultant for the World Health Organisation. |
Dr Owen Donald
Former Executive Director of Housing and Community Building and former
Chief Executive of the Australian Housing and Urban Research Institute.
Dr Donald specialises in health facility planning, management of human
service organisations, human services policy, research and evaluation. |

Ms Faye Burton
Former Executive Director of the Office of Science and Technology at the
Department of Innovation, Industry and Regional Development. Ms Burton
specialises in government policy and administration; strategic planning,
budget, finance and risk management. |
